So, this abuse was reported and ignored multiple times. The mother was apparently retared or mentally handicapped and everyone was being abused by the girlfriend that killed the little girl. Then BJ shows up talking about tragic even though it was documented and ignored. Great stuff.

Yes it does and if the new one comes out then it offers the ability to drop based on pre-existing conditions. This is mitigated somewhat by the fact that you can keep your current plan if you like it but there are then no protections for prohibitory price hikes if you keep your plan that covers those conditions.
