Yes, it was generally referred to as either cannabis or hemp, I believe depending on THC concentration (ie, flowers w/ higher concentration of THC = cannabis, hemp = plant). I shouldn't have said nobody ever called it marijuana before, that's misleading; it just wasn't commonly used in the US until the 1930s, leading up to the introduction of the 1937 Marihuana Tax Act.

It's been admitted that crack was introduced to black communities by the CIA. The war on drugs as a whole began as a thinly veiled attempt to easily target hippies and minorities. Even the name marijuana was introduced by Anslinger so people would associate it with Hispanics -- nobody called it that before. This has been going on for a very long time.
