It basically means the brand of laissez-faire capitalism introduced by Reagan and Thatcher but I'm increasingly seeing it incorrectly used in relation to identity politics. Nonviolent drug users who haven't been involved with dealing or committing other crimes in relation to their drug use are a low proportion of prisoners though. In many countries, it is basically impossible to get sent to prison simply for just using drugs. Men also use drugs at a higher rate due to a greater propensity to engage in risky behavior. I'd say the bulk of the difference is due to a combination of natural differences in aggression and risk-taking due to testosterone and also the way men are socialized. Men's status is more tied up with wealth, which causes us to commit more crime in order to achieve it when traditional avenues for achieving it are blocked.

Pointing out the male to female sex ratio is prisons is pretty meaningless if you don't compare it to the actual crime rates by each gender. It's similar to the reason why the gender pay gap doesn't mean anything. I think measures like sentencing disparities are better indicators of anti-male discrimination in justice systems.
