Canada goes out of its way to ignore the emergency alerts standards, and sends all amber alert messages at the highest level, Presidential. So even IF your phone allows you to disable the lower severity alerts (eg: amber alerts) its irrlievent, as Presidential alerts are still required. There are ways around it, but still.
