Not coercion. Imagine you break up with your girlfriend but she wants to marry you, then she has the option to charge you under this law, to force you into marrying her, or just out of spite. But the court decision can take 2-5 years to come, by which time your reputation would be ruined and you might have been fired too. So it's being used as a tool by women to extort money from men to force men to marry them.
