That's not true in all industries. Any industry that requires a large amount of specialist knowledge which doesn't translate between jobs will favour long-term employees over short-term employees. If I hire Steve on a 2 year contract and Bob on a 6 month contract for such a job, then an hour that Steve works for the company is going to be worth more than an hour that Bob works for the company, since that job-specific experience will translate into additional productivity for an extra 1.5 years.
