You're not under an indefinite legal suspicion of a crime just because an officer thinks you are. There are many complicated things I am not educated enough to pretend to try to get into, but at a very basic level there's a reasonable suspicion basis that someone is committing the crime, and once you pass the shortest time to investigate, you're then pushing into illegal detention.
