I disagree. This is a type 1 vs type 2 error issue. You make an error when you fail to punish criminals, or when you lock someone innocent up. If the offender is a repeat offender, you punish innocent people with both decisions. That being said, I think completely minimalizing the error of locking someone innocent up to a reasonable extent even at the cost of letting some actual rapists go free is more desirable.

I watched plenty of educational videos for surgeons to study performing this surgery and in every single one of them the baby was crying from extreme pain until they stopped in a state of shock. There is also a study which proved that the shock during the surgery causes lasting changes of brain structure. One could spin it to say the surgery is so painful it causes brain damage. They do. If you insert your genitals in another person, that is rape. Anything else is a lesser crime. Since women don't often insert their vaginas into penises, this basically excludes them from the definition of rape.
