The way my parents tell the story it wasn't anything malicious on the part of the nurses. Where and when I was born it was just such a universal thing that nobody even thought that would be a problem. Every time a new shift would come on they would look at the chart and see that it hadn't been done to me yet and assumed that they just hadn't gotten to me yet.

My mother tells a similar story about my birth. Interesting enough despite never having a circumcision we were still charged for it. When questioned they said it was standard procedure at the hospital and we would have to come in and prove that my little baby penis was uncircumcised.

I know that the results might suggest that but that is only a tertiary thing. The Governments first concern is the best interests of the child. That is settled law. The undue burden on the taxpayer is not really talked about as much but basically they would rather not support the mother with financial aid if they don't have to.
