Basically a far right (perhaps fascist) Ukrainian Nationalist. He was occasionally a Nazi collaborator when it suited his goals of independent Ukraine. Nazis obviously didn't trust him. The "Nazi-collaborator" and atrocities is what sticks with people. For many Ukrainians he's a prominent "Ukrainian Nationalist". It was mostly related to dragging women out of kitchens, and into the factories. Big emphasis on education, work, sport, and child rearing.
