I'll play devils advocate here. So she wasn't compliant in shutting off the vehicle nor would she get out. That shoots up red flags, what if she tries to run, or worse hit the cop with the car? How does polling work? You take a small sample group and it is applied to the rest of the population. I think you’re being a little to literal though.
