I understand the motif of using the law to justify this choice, but I'm not sure it's worth following through. I think FNV uses Confirmed Bachelor to roleplay gay characters because "confirmed bachelor" became associated with homosexuality at some point, even though it orginally wasn't. The definiton that is most widely accepted (found online on wiki, that is) describes emotions as "biological states associated with all of the nerve systems brought on by neurophysiological changes variously associated with thoughts, feelings, behavioural responses, and a degree of pleasure or displeasure". In the interpretation above, experiencing the feeling is an emotion, and reacting to it is a different matter.

What exactly did you use? I could give it a shot after I play all archetypes. Also, "the most" doesn't mean "all". Some interactions/dialogues are bound to lower stats or check failures, or minimaxing attributes disproportionately. Try bumping up only 2-3 skills throughout the game. Especially hilarious with Authority.
