That's not necessarily true. If that were the case then everyone would have it. There aren't transmission rates on HSV1. Though you're right the only way he'd know is to get tested.

Nobody uses dental dams for kissing and that's the way most people get herpes. I suppose you can advocate for no kissing until people are tested but in my experience it's not a very popular suggestion. And yes, way more than 20% of people in the US have herpes. About 54% have HSV1 and 16% have HSV2 (about 10% have both so the total 14 to 49 is about 60%). By age 40, about 70-75% have herpes. Can you cite that herpes damages brain functioning? Also, the most common way herpes is transmitted is orally so a condom doesn't help. By age 40, about 70-75% of the US has herpes and 70-90% don't know it.

I didn't dispute that. I'm expanding on the risk women face by having sex with a man with a higher partner count. It would be one thing if male-to-female risk was the same as female-to-male risk, but it's not. Men are more likely to infect women than vice versa. So a male having a higher partner count poses much greater risk to a woman for two reasons.

Men with large partner counts, probabilistically speaking, will have higher chances of having an STD. Women are more likely to get an STI from a man as well. The transmission rate of herpes is 10% male to female but only 4% female to male. So women have a higher risk of getting it than men do. Also, the CDC states that 87.4% of people with HSV2 have never been diagnosed.

It's the percentage of people with HSV1 age 14 to 49. The 40 to 49 age group is about 65%. If you have a scientific study that examines an age group later than that I would like to see it.

but how do you know that's how the CDC runs these studies? I've never been approached to be randomly tested for them. Is this common knowledge? I had no idea. I've read the studies. There are 320 million people in the US and they only test about a few thousand each year. Men and women are both susceptible to herpes. The data is from the CDC. They take a random sample of people every year and test them for all kinds of things. The percentages are accurate (unless you want to argue that the false negative rate underestimates the prevalence, but it would do so for both genders so it wouldn't affect the relative difference). I don't think most people understand the risks - especially with herpes. Everyone always down votes me when I tell them most people have herpes (~60-65%) and most people don't know it (~80%). I think people prefer to live in ignorance.

The stats are accurate. You can either believe them or not. The 15.5% number is for HSV2, not both HSV1 and HSV2 - together almost 70% of the US population between 14 and 49 have herpes. 30%-50% of new genital herpes cases are from HSV1. Your comment presumes that having sex with someone means an automatic infection. Furthermore, if his goal is to have sex without getting herpes (i.e. dodging bullets), then it should be made clear that he's more likely to get it from someone who doesn't know they have it (and obviously can't tell him), than from someone who does. I don't really care what decision he makes, he should just make his decisions based on complete information.
