I know nothing of the American University system, so can't comment there. To get into Oxbridge is far from easy, but money and connections help hugely. Not in the blatant "Here is money, get her in" you suggest, but in terms of the incredible "assistance" that having gone to one of the elite schools prior to your uni application. If they can pass the tests, at the same level, then fair enough.
