To be fair, upon consideration, perhaps I failed to make my point with that sentence. "Gangs are a black issue" would be a statement of exclusivity, i.e., "gang violence only affects black people," while "sexual assault is a men's issue" is an inclusive statement, in that it impacts both genders. In this way, I believe, OP missed the point of the poster.

Sociopaths are not the only ones who commit sexual violence. And I think it is reasonable to think that education campaigns and cultural/peer persuasion can affect rates of assault. Furthermore, I'd again assert that sexual violence is indeed a men's issue as well a women's issue.

Why isn't it phrased in the way you would have them phrase it? Seems pretty clear to me that they chose their wording to market an idea. It's a slogan. And yes, I think you are right that "gangs are a black issue" would garner no support, but that's besides the point, since such a generalization isn't at issue with this poster. I think I need some clarification on exactly what your beef is with this poster.

If you think that this is a generalization of a group of people, a la your stated example of "gangs are a black issue," then I think you've missed the point. Yes, violence IS a men's issue, but of course not to the exclusion of females. Rather, it is clearly meant to illustrate that it is not ONLY a women's issue, but concerns everyone. I 100% agree with the poster.
