"Gangs are a black issue" would be a statement of exclusivity, i.e., "gang violence only affects black people," while "sexual assault is a men's issue" is an inclusive statement, in that it impacts both genders. And I think it is reasonable to think that education campaigns and cultural/peer persuasion can affect rates of assault. Seems pretty clear to me that they chose their wording to market an idea. It's a slogan. Yes, violence IS a men's issue, but of course not to the exclusion of females. Rather, it is clearly meant to illustrate that it is not ONLY a women's issue, but concerns everyone.
