If a cop has told you to leave the premise, and you refuse, they can escort you out using some level of force. They do not need to arrest you in order to do this. For an example of how this works, consider how a bouncer has the right to escort you off premises using reasonable force. Technically, you can use proportional force to force someone who is trespassing off your property. DMVs in many locations do not always have a cop there. Major ones, yes, but not all. However, the DMV employee is a representative of the DMV. If they ask you to leave, and you refuse to leave, you are trespassing. But sure, go test your theory and show us how it goes.

The DMV employee asked her to leave, she refused. Cops had to be called. Technically, at this point she was very much able to be arrested for trespassing. In fact, this cop was doing her a favor, using his discretion, and not immediately arresting her for trespassing.
