I think he means selling states of consciousness like depression as chemical imbalances in order to push antidepressant drugs rather than treating the core problems

No, it's because Islamic culture was structured in such a way that it's extremely difficult for unrelated men and women to be in a situation where a rape can occur. If a woman was raped, it meant that either she or the man violated other social norms to allow for that to happen. Also, there was the very real threat of false accusations which is taken very seriously in Islam. The concept of men falsely accusing women of rape didn't exist, so the only ones with probable incentive to lie about rape…
