No, it's because Islamic culture was structured in such a way that it's extremely difficult for unrelated men and women to be in a situation where a rape can occur. If a woman was raped, it meant that either she or the man violated other social norms to allow for that to happen. Also, there was the very real threat of false accusations which is taken very seriously in Islam.
