It's actually impressive how ineptly a major college can be run, but still manage to function as a school day-to-day. These are often not professional business administrators, even though they are being paid to do that. There are miles of bureaucratic red tape to get anything done at a major school. They are always desperate to locate and maintain funding sources. It's really not that different from the government, now that I think of it.

No, naturally occurring female genitals would make someone a woman. Because someone's gender is not the entirety of their being, but rather an objective phenomenon based on empirical evidence, which happens to be one of many facets that constitute and individual. Imagine that.
