Context is important! if a guy does this to his guy friends, he's annoying. But if he does it to women, he's " creepy " If I acted the same way with a strange woman as I do with my friends (male or female), I would expect to be called creepy too. What is a quality of a creep? How about saying inappropriate things? OP mentions saying weird stuff at weird times What's that but creepy behaviour?
