Yes, in the context of a university they are often interchangeably called "department". But within each college there are also departments (ie. College of Biological Sciences, Department of Nemotology). I think the reason they are still called colleges is because they often have rules of their own for their students. 3	What is the best term for someone who supports both female and male rights? Well a problem I can see with calling yourself an egalitarian is that to feminists, you are for female rights since to them, males don't suffer inequality. To MRAs you may either be for equal rights, male rights (if they assume you know about male inequalities), or you might be only for female rights (if they assume you don't know about male inequality).
