I think it's a valid equivalence. In sparta, it was encouraged to steal as long as you didn't get caught. In modern day India, being chalaak is considered a good thing. "Chalaak" means cunning. But to Indians, it means "smart". Thus it's considered a good thing if you steal from someone and "win" by scamming someone. That's why India is full of scammers. I can make the same argument while talking about stealing things and homicide. Yeah there are shitty people and people do shitty things, but these shitty actions increase in frequency when they're normalized or no longer frowned upon. People are in control of the actions they choose to take. The actions they take depend on what values they hold and what is considered "normal" around them
