If you change the sex or race that the training is geared towards then does it pass the "headline test"? -7	If my husband was home, he would have been arrested. Real quick. Mandatory arrest laws are in place for a few reasons. Officers were going out to the same residence over and over and the victim male or female would always say "I don't want to press charges" until things got worse or they were eventually killed. The mandatory arrest laws are in place as a tool for the officer to make an arrest to change the situation without having to have one of the person's involved be a willing victim. Here are the little facts that OP presented. -Officers responded to a call of a woman struggling and or screaming. Based on that, there is some reasonable suspicion to investigate what could be nothing, or some horrible crime in progress. Let your imagination wander on that.
