One is whether a person in general has a duty towards civilization, and the other is whether having more children advances civilization or not. Obviously there are many moral philosophies in the world that have different views on moral obligation. Most people would agree that the consequences of an action are at least a major factor influencing whether a given decision is good (though some actually do disagree). Most intelligent well educated women want to raise children with the biological father.
