I think he’s a creep and not only touches their shoulder (possibly where their bra strap is) but also may scoot by in a crowded kitchen touching their shoulder or waist/hip or lower back as he passes. I’ve worked in restaurants for 17 years and the proper way to notify someone is verbally saying, “Hot” “Corner” “Behind” etc..
