I've never heard it used that way. In the US, it's more of a protection for people who try to help but fail in some way. The way it's normally used is if I were to try and perform CPR on somebody and broke a rib, I'd be protected because I was trying to save their life. It wasn't commuted, it was suspended (basically probation). If they catch her doing anything wrong within the two years she'll go directly to jail and serve her eleven weeks. It could also be that the different generations rising into prominence. The baby boomers were the major adult population from the 70's-90's. Since then, Gen X and Millennials have become the major adult population and the crime has gone down. Were the boomers part of the problem? Men are supposed to be 'strong' and 'not show a weakness' so they report crimes against them less often. Agreed. Talk to some of the guys around (make sure to tell them it's a joke beforehand so they play along with it) with those harpies in earshot and tell them that your brother's wife divorced him because he was "abusing her" (using air quotes) then laugh and tell how you never saw anything and she was just a gold digger.
