Asking little boys to put the seat down is very dangerous. A little boy can do things like that in the wrong order, putting the seat down before putting away their penis, thus the seat can come down on or graze his penis. Some boys have had serious damage done as a result. I believe this is why the seats on public toilets have a gap in the front.
