Except the anti-rape campaigns have actually had a statistically measurable effect in decreasing rape. So maybe...rapists AREN'T incapable of control? Maybe you telling (potential rapists) that their rape urges are beyond control is reinforcing these assholes? This is like making the argument "don't bother carding people at bars, or hiring bouncers to get rid of underage clientele, because it is impossible to stop teenagers from drinking. Because they're bad guys"
