You're right -- that's just basic empathy, responsibility, and being a decent person. But if she had any sense of empathy, responsibility, or decency, she wouldn't have randomly pushed over a police officer in the first place.

I have never seen a homeless woman who was forced to sleep outside. I think some women, particularly those with a history of being sexually victimized, choose to sleep outside, where it might feel safer than being in a shelter with a bunch of other homeless people.
