Because there is a non discrimination policy in place, and though it technically should be all inclusive (all races) its usually specific for minorities as in black people, hispanics, gay people etc. So if a black guy applies to your job and you only have 5 white people working for you he can claim that you are discriminating because only white people are working for you.
