I think depending on your industry, you could find an HVM at work but personally, I would not date someone that I know from work. I know a few girls that have found HVM through tinder. But my own experience with it has been exactly as OP described. Men don't seem to put in much effort into women they meet on that site. Most of the ones that I met were socially awkward, super flaky, or not looking for something serious (but not being straight forward about that). I quit using it about 2 years ago.
