This is because of the obsession society has with rape conviction statistics, laws are being passed to try and get more convictions even if this means changing laws to make it harder for the falsely accused to prove they are innocent. It's not rare. In Britain and Sweden it's common for police to arrest women for working together under the brothel law. The media article on the arrests will try to dress it up a little and say something like "arrests made in anti-trafficking raid" or something to make it look like traffickers have been arrested. But usually it's the sexworkers themselves who are arrested.
