Sadly the system is set up in a shitty fashion. My dad took custody of me a few years ago before I turned 18. They still took child support form him and gave it to my mom when he had custody and I lived with him. It wasn't enough to warrant suing the state and my mom gave the money back anyway, it was just dumb.

There's tons of examples. Maybe she handles all of the housework, finances, etc. Hell, they could have a disabled family member with them and be taking care of them. There's plenty of perfectly fine scenraios which don't make them gold-diggers.
