The problem with San Francisco politics is that the city has a majority of renters, and a large portion of rent controlled apartments. The Board of Supervisors pander to renters, while taxing the property owners. There are also a lot of activists in San Francisco on disability. The non-profits, who can bring out "progressive" voters from rent controlled apartments, SRO's and housing for drug addicts, get paid off by the city to render services to get votes.
