Just think of the gender roles being reversed right there, it would be the apocalypse. This joke exaggerates 2 stereotypes: Slavs don't work and Slavs only leech off of the social security system. That is just plain bullshit. it's called hiding through humor because you are too much of a coward to speak your views in a straightforward manner. A lot of jokes, especially the offensive (in this case, racist) ones, have their roots in some serious issues. For example, the joke: "How many policemen does it take to change a lightbulb? None, they just beat the room for being black". The joke takes a very serious issue, namely police brutality against blacks, ad absurdum.
