Yup. Decreasing SMV assumption leads to better strategies if you make your threshold lower than 37% It doesn't change the fact that for the hypothesis of the problem, 37% is a theorem proof and not just some "math" or "pseudo-statistical answer"

It's a well known mathematical problem (studied out of any agenda context, as you can see here and here) It is a usual part of the game theory track for fuck's sake.
