An easy fix for this is to decouple men from the state and let women decide how they want to relate to men. If women want to receive money from men, they can do things men want in return. If they don't want to do that, they can get a job. It literally cannot go wrong because it lets everyone decide what to do, unless of course you consider men funding women on aggregate through the government as proxy a fundamental human right.
