I don't understand what you are trying to say. It appears the cookie is being sexist by saying women are inherently better or have more worth than their male counterparts because if they lack ambition and can be equal to the general man, is it not saying that the general woman is greater? I agree but obviously trying to block a basic biological function, reproduction, is extremely oppressive and archaic form of administration, financial repercussions would be most fair(but imagine the backlash over a woman being fined simply for having kids)
