Back in the early 2000s, it meant (at least in the communities I ran with, and fanfiction communities I was part of) a massively overpowered character with no flaws (or if they did have flaws, they were ones that weren't actually flaws at all, at least not truly) or flaws that somehow never amounted to harming the character, who had some horribly traumatic backstory.
