This is, of course, because they have very low carbon footprint per capita, mostly due to economies of scale in daily life. One supermarket serves a fuckton of people, one restaurant, one anything. A majority of people can get to work every day without a car, as well as to the supermarket, restaurant etc. And for things like heating you only have to heat one wall instead of four.

Usually those bills simply remove the part of the law that says "no abortion after 20 weeks". Does that mean abortion is now legal at 36 weeks? If the other laws allow it. But you may as well take the opposite extreme and say it's a great bill because now people who are 20.1 weeks pregnant can get abortions.
