As you say, 46mm is very small in the USA, but these are listed as 46mm(amazon says 72mm as well), but they are bigger than most American condoms. After searching around I believe the American and Japanese industry must have different measuring standards, so it is difficult to compare. I have also read that Okamoto released and marketed the 'Mega Big Boy' as being one of the largest condoms in the world, and the largest in Japan. And finally, going by that Amazon link, it gives the circumference as 145mm, so I assume the comparable number you are looking for is indeed 72mm.
