I think it comes down to when he invited you, you say "I'd like to, but I'm broke right now and I wouldn't want to accept a date with the assumption you're paying." If he offers, then it's kosher. Communication makes things so much simpler.

I would say it depends on the crime. At FSU, RIAA accused are given over to student conduct with any evidence and their fate is decided by them instead of being handed over to the authorities, being open to the possibility of a lawsuit, etc.

Correction, it's TWO victims. Two of the boys were actually 18 and that is NOT a crime. The other two I'm willing to bet were 16+, probably closer to 18.
