Seems odd. Anything after $20,000 a year per child is more punitive than child support. For $100,000 a year per child he should be permitted to take bids and contract out services.

Let's add some further analysis to this. Most girls you spoke to were neutral. Nothing came of it. However to these two you were a creep, either because they valued themselves above you. Or they felt cheapened because they saw you practicing on many girls. This would also lower their feelings of special uniqueness. So they went to a higher value man (man in uniform) when he probably promised to take action on their behalf, it validated them.
