Paraphrasing it would be something like "Women who openly claim they are altruistic also claim to want altruistic partners". "After the incident was reported to police internal affairs, the boy was arrested for unlawful sexual intercourse, which is a misdemeanor for consensual sex between two minors of a similar age." So, originally, only the boy was "arrested" as a way for the dad to put fear in the young kids eyes.
