Does it matter how she decided she wanted to go about raising funds? I mean, seriously, she decided this is what she wanted to do and people were willing to fork over cash. There isn't a victim here. They had to send a receipt for donating to a relief fund, so money never touched her hands. Full on charity. I'm sure some people probably scammed it but overall I can think of worse actions and options.

Draft age is dependent on how desperate they get and what they are willing to accept. They start at 18-45, but that's flexible depending on the needs of the nation. Hell the CIA world fact book says that males aged from 16-64 are military capable which would probably be a lot more accurate (granted a LOT of people would need to be dead already for them to get that extreme.)
