regardless of whether or not she's wrong it's really unprofessional behavior in the medical field. informing someone of the high risks is one thing, going on about someone's "character" is another no matter what it is and what they're doing. it would be equally unprofessional to lecture a drug user in this manner instead of just sticking to informing them about possible consequences of high risk behavior.
