It is current implemented like that. But my point is that the test is not even a good sufficient requirement. Because the test choose the best percentile of students, in their ranking. So it indicates that the students that scored more in the test should perform better. To be a good sufficient requirement it should act like a threshold, not like a ranking.

I think that's a bad point. You can't judge what you think is right by what you can do. Most people couldn't shoot a criminal or arrest a criminal and keep him locked for years if the cell was in their homes. In your logic, these people shouldn't have the police protecting them? After the 10th time and a lot of hours with no sleep e too much stack overflow you get it.
