Constitution itself prohibits changing the Constitution during war time. It was made like this back in 1996 and we cannot do anything to it to change, except not to prolongue "war status" which would mean we have to demobilize (aka free) conscripted, open borders for everyone, and many more things. Because it's in our Constitution all men are conscripted be default, no women; they can be conscripted only if receive military rank by doing military or any medicine education. No, in Ukraine you can be only Ukrainian citizen. We don't have a law about multiple passports, for a reason. This means, if you have two, only Ukrainian is recognized, all others are not recognized by Ukrainian state.

I think it works the same way in most countries. Like, if you're in US, if you have both US and French passport, and you commit a crime, would you be sued as a French citizen? The same goes here. Actually, they never could. According to Ukrainian law, Ukrainian citizens legally eligible for military service cannot leave the country. According to another law, the Ukrainian state considers you only a Ukrainian citizen, meaning if you use a different passport, gov officials could search in database if you're Ukrainian citizen, and if yes, you're considered as only a Ukrainian citizen, implying first law to not let you leave the country.
