Nope. Minimal force necessary to defend self or effect the arrest would be judged either on a reasonable person in the situation standard or a reasonable officer in the situation standard. Minimum force is not whatever you want it to be unless, for all practical purposes, you’re getting shot at or you’re in close proximity to someone wielding a deadly weapon.
