Start with an easier language than C++, the learning curve is quite sharp. Start with python, it will teach you programming basics and be immediately useful. Once you understand how to program picking up a new language is kinda easy. I appreciate that your have a short window to learn something, but learning python in parallel with java or c++ will speed up your understanding. For most people coding goes from easy to hard to easy to impossible to easy, once you know it you never forget.

Depends what you want a vpn for, just posting on the internet use a free proxy, disable javascript and you should be fine. If you it to download stuff via torrents ( or whatever is the latest downloading thing) have a look at usenet same price as a vpn and much much safer, its been around since the start so isnt going anywhere. If you just want to hide your url history from your isp then again any proxy will work.
