I know several men who managed to illegally leave the country despite the closed borders for men. Now they have a chance to build a new life anywhere else. It costed a lot and was very risky. It's not possible to cross the boarder until you proved to completely unqualified for conscription. Otherwise no boarder crossing will allow to leave the country.
